To All MDGFOA Members:
Attached
for your review and use is a suggested letter to our Maryland senators
and representatives. (Out-of-state members are encouraged to send this
letter to your respective senators and representatives as well.)
There is
current federal legislation that requires 3% withholding on certain
payments to contractors. This legislation is set to be effective on
January 1, 2012. Your MDGFOA Board of Directors (and GFOA) opposes this
legislation. As the attached letter indicates, we feel this legislation
will cause increased administrative costs and increased costs for
services which now, more than ever before, make no sense.
It has
been law for a number of years and we (and others) have been successful
in getting the implementation periodically delayed. We are now
encouraging our legislators to abolish the legislation altogether.
If you
agree with the MDGFOA Board of Directors, please use this letter. Feel
free to personalize it to your own situation. Do not hesitate to
forward it to your Purchasing Departments, county commissioners, county
executives and county councils for their use as well.
