MDGFOA Spring
Conference Presented to Sold-Out Crowd! The Maryland
Government Finance Officers Association has
done it again by selling out a third
consecutive conference. On April 20, 2012,
we hosted the spring conference at the BWI
Marriott and with the record attendance it
appears to have been the correct decision to
move this event to a larger venue.
The conference started off with
the MDGFOA’s President Patrick Fannon giving
the crowd his opening remarks. From there,
Richard Hudson and Sean Bridges from the US
Secret Service provided a presentation about
the various types of counterfeiting and
cybercrimes that local governments need to
be concerned with, particularly the dangers
of system hacking through Wi-Fi portals.
Next, we switched up the agenda by having
John J O’Neill, Deputy Director of MD
Environmental Service; educate us about what
this entity does for the State. Afterwards,
we moved back to our original agenda with
Stephen Fuller, Ph.D., Dwight Schar Faculty
Chair and University Professor, Director,
Center for Regional Analysis, School of
Public Policy, George Mason University,
showing our attendees the economic outlook
with a focus on recession indicators and
projections. Finally, before lunch, Warren G
Deschenaux, Director of the Office of Policy
Analysis, Dept. of Legislative Services, and
a substitute for Michael Sanderson from
MACo, gave our crowd a review of the recent
legislative session as well as an in-depth
analysis of its impacts.
Our conference took a brief
interlude for networking and lunch before
reconvening for the afternoon sessions that
started with Thomas Darling, Ph.D. Assoc.
Prof University of Maryland, and Dan
Gerlowski, Ph.D., Prof. University of
Maryland, providing insight into open and
transparent budgets with a focus on a budget
analysis tool that facilitates the finding
of a proper level of detail. Next, Chuck
Boyd, Deputy Director Maryland Dept. of
Planning, gave an in-depth discussion on
Plan Maryland with particular attention
towards fiscal impacts. At the end of the
conference, David Boomershine, Senior
Consulting Actuary Boomershine Consulting,
updated our audience on pensions/retirement
obligations and the challenges of its
funding.
